You will almost always control a single character per topic, unless in a social topic or cleared by a GM / individual topic creator.
There is no limit to the number of characters you can create.

Existing characters who do not match this list have historical exemption.
Speaking to the GM for guidance simply means checking both sides understand the goals of your character, and how they may be used.
In some cases, characters may cause redundancies of rank (e.g there can only ever be on Cadian Captain).
NUMBERS / CUSTOM REGIMENTS
The default and most beloved regiment on base is Cadian.
Single, unattached characters, regardless of regiment would be given the option to be folded into the Cadian Regiment. They would retain their regimental identity but answer to Captain Perray.

Custom regiments are allowed.
Custom regiments should have maximum of one platoon (around 45-50) of guardsmen on Naris.

Heavy weapons teams (Morter, lascannon, etc)
Mounts - Animal or small low tech vehicle
Speak to a GM:
Officer / heirloom level codex equipment (e.g Archeotech, refractor shields, relics)
Specialist Admech equipment
Specialist psyker equipment
Xeno equipment for Xeno characters
Functional Astartes Tech / Power armour
Corrupted or Chaos weapons or items
Xeno equipment for human characters
Note: The funnier something is, the more likely it is to be approved.
For example, Blutock "requisitioning" a hab block door for his melee shield is absolutely thematic.
All vehicles require checking with a GM.
All vehicles require permission to enter a topic.
Whilst you can create and personalise a vehicle, and make tank crews, etc, a vehicle becomes group property.
Air transports or flying craft.
"Super heavy" war machines, damaged or functional:
Baneblades, knights, stealth or crisis suits, anything that would require the old Apocalypse rules on tabletop.
